Text with normative language (i.e. MUST, SHOULD, RECOMMENED, etc. from RFC 2119) always takes precedence. Therefore the "MUST" in section 12.1.1 applies when the 1xx creates a dialog. Table 2 should have "c" for Contact in 1XX responses. Maybe we should file an errata.
