From a sip protocol perspective it is valid.
It may or may not be valid for any particular event server.
I suspect that for most event servers it would not be.
It depends on whether that URI identifies a "resource" at the receiving
event server. An example where it might be valid would be when
subscribing to the dialog event at basic sip phone.
For an event server that supports a number of different users,
distinguished by the value of the user part of the URI, then it probably
would not be valid.
