The SIP RFCs make no claims about the order that provisional responses 
must be sent, if more than one will be sent (other than '100 Trying'). 
If you are not sending the provisional responses reliably, then you are 
not obligated to include an SDP offer in them just because the INVITE 
did not contain an offer.
