'Min-SE' header defined in view of avoiding *too frequent refreshes*, which
might overload the adjacent proxies.

Can you please share the scenario where you might need this lower maximum
refresh rate.

One use case, I can think of is in the case of long duration calls (may be
greater than ONE hour). I have observed this scenario in the case of Nortel
switches, where soon after one hour call used to hung up. In this case you
might need to refresh the call to continue beyond one hour.
