The requirement to be identical must only apply among SDP instances that 
are related. If two different UAs, in separate dialogs, just *happen* to 
create otherwise identical SDP instances there certainly cannot be a 
requirement that the o= values be identical.

Presumably the same is true if its the *same* UA, but in different dialogs.

And that can probably be generalized so the requirement only applies if 
the *intent* is that the recipient recognize them as identical. (This is 
arguable.)
