If your definition of "forking" is per RFC 3261, all requests outside (except 
for CANCEL and ACK) can be forked.

If your definition of "forking" also includes advancing to next location per 
RFC 3263, requests within a dialog can also be forked.

Concerning the use cases, it can occur whenever the configuration and forker 
want it to occur.  For instance, a 503 has been received and there are more 
locations to try.
