I'm not aware of an RFC recommending the indicated behavior; however there are some benefits of such behavior. It prevents the UAS from uselessly attempting (per RFC 3263 section 5) the private address upon error sending to the received location. It improves the RFC 3261 section 17.2.3 transaction matching since there might be multiple devices supplying the same private address within Via sent-by.
