Hello, i have a question about the following scenario.

Suppose an unicast session is established between A and B, and there is at 
least one B2BUA on the signaling path.

Suppose also B is sending RTCP Goodbye any time it wants to modify the session 
(e.g. before sending a re-INVITE with a new codec).

Now think about the following re-INVITE sequence from B to A (session is 
established in G.729).

1) re-INVITE from B to A with G.711 only

2) re-INVITE from B to A for T.38 --> A sends 488, session reverts back to the 
state prior to the Offer, for which an RTCP Goodbye has been sent

3) re-INVITE from B to A with G.711 only (exactly the same SDP as step 1) --> 
B2BUA directly answers 200 OK including the already negotiated SDP from A side, 
so A doesn't receive the latest re-INVITE --> since RTCP Goodbye was sent, 
there is no active stream and A won't receive RTP packets sent by B

Has this been addresses somehow? Is it allowed to send an Offer with an 
unchanged SDP for a session for which an RTCP BYE has already been sent?
