There are quite a few RFCs related to emergency call handling.  The draft you 
refer to has been the foundation for an IETF working group dedicated to 
emergency call processing.  Check out the work of the IETF Emergency  Context 
Resolution with Internet Technologies (ecrit) working group 
(http://datatracker.ietf.org/wg/ecrit/).

Start with Phone BCP (RFC6881) which documents how calls are originated and 
routed.  This RFC identifies a number of protocols and mechanisms used for 
emergency calls.

If you are interested how emergency calls are processed at the receiving Public 
Safety end, check out the work of the National Emergency Number Association 
(NENA) especially the NG9-1-1/i3 standards 
(http://www.nena.org/?page=Standards) which are applicable to North America and 
the very similar work from the European Emergency Number Association (EENA - 
http://www.eena.org/view/en/About112/standards.html).  Both organization based 
their standards on the work from IETF.
