RFC 3261 section 19.1.1 indicates that those marked "-" are not allowed. RFC 2543 allowed the port within the To and From. Thus from receive perspective, I recommend allowing it. RFC 3261 intentionally removed the optionality from RFC 3621 section 19.1.2 table 1.
