There could be various use case involved with INVITE without SDP depends on
your application.

One of the most frequent scenario for me exist during call transfer where
PBX/Server wants to connect transferee with transfer target but is not
aware about media capabilities of transfer target. In this case, PBX/Server
sends INVITE w/o SDP to transfer target and gets the offer in 200 OK (when
transfer target answers the call). PBX here matches the media capabilities
of transferee and transfer target (received in 200 OK) and then send
appropriate SDP answer in ACK to transfer target.

Similar cases also exist during call park etc.
