In the discussions it's not easy to find a final recommended way how to
behave.

An explicit passage in the RFCs is missing (or I didn't find it) which says
UAS hat to response or don't has to.

Basically, no.  A UAS should give a response to any request, and there is a
suitable array of error codes for all possibilities.

In this case, though, the UAS should process the request based on the
request-URI -- the From and To addresses are essentially comments
documenting the original request, and as long as they are syntactically
correct, the UAS can process the request successfully.
