Your mistake is to talk about "selecting" a codec.  If the SDP has
listed more than one codec, a UA may use any of the listed codecs *at
any time*.  The UA is not restricted to choosing one of the codecs, and
then always using only that one codec.  The UA may choose on a
packet-by-packet basis which codec to use.  (That is why each RTP packet
contains a payload type number byte.)
