Yes, it is correct behavior.  It is the *required* behavior for
proxies.  See RFC 3261 section 16.7 item 5.

Consider the case when both legs have returned a 180 but neither leg has
been answered.  At that point, the proxy cannot guess which leg will be
answered, so it cannot use that information to determine which 180 to
forward.
