It is possible to send anything.  It may not be useful to do so.

No, the client MUST reject the NOTIFY with a 481 response.  See RFC
6665, section 4.1.3:

   4.1.3.  Receiving and Processing State Information

   Upon receiving a NOTIFY request, the subscriber should check that it
   matches at least one of its outstanding subscriptions; if not, it
   MUST return a 481 (Subscription does not exist) response unless
   another 400- or 500-class response is more appropriate.
