It would help greatly if you provided more detail about the exact
actions that are involved, and which devices in the network are sending
this messages to which devices.  Also, it helps to spell correctly and
use complete sentences.

In your message, it's not clear what "MO" is.  Also, sometimes messages
are describes as "from User-B" and at other times, "from network".  At
what point in the network are we observing the message flow?

In many situations in SIP, the standards allow the devices a great
latitude in behavior.  This is especially true when the question is
whether a device should send CANCEL for an INVITE or a BYE -- in many
situations, a user agent may reasonably decide that it can perform no
useful communication, despite that it is participating in a valid SIP
dialog, and thus send a BYE to terminate the dialog.
