English uses capitals on proper names, like "Fred", and "Chicago" only, apart 
from certain other rules like at the beginning of a sentence, the personal 
pronoun and in abbreviations.

"target" may well be a defined term, but it is not a proper name.

It seems to be a consistent habit of specification writers to use capitals all 
over the place when they are not needed.
