I initially supported this position, but the WG has stepped back from it
FOR THIS DRAFT in the interest of making SIPS as meaningful as we can
without heavy modification to the protocol (and with some realization
that SIPS alone doesn't mean all that much).

Your suggestion is slipping into "futures" work problems, much like the
cypher-suites draft.
