[Sip] draft-ietf-sip-xcapevent-00: notifier behavior when Accept header is missing

I can't find any text in the draft detailing notifier behavior when the Accept header is missing in a SUBSCRIBE (RFC 3265 sec 3.1.3 requires that event packages define the behavior in this case). I imagine the easy thing to do is assume that the subscriber can handle application/xcap-diff+xml?
