As far as I'm concerned, this is ready for publication. I think the issue that remains does not warrant WG time. I think in principal me and Dale agree, but we just need to figure out what (if anything) the draft should say on the issue. In any case, this text would probably end up being non-normative, which means it's not critical to flesh out in detail for a publication request.
