My understanding is that Paul is saying that we should not have normative text that says something like "MUST NOT send headers/bodies larger than $SOME_VALUE". I would agree with that. I believe that capturing guidance in a best practices document would be useful. Is it obvious to everyone what the proxy/UA/middlebox should return when presented with a header/body larger than $SOME_VALUE?
