i think it is mandatory for sip phones to support tel. otherwise it is
impossible to for a sip phone in another domain to 302 caller to a pstn
number.
Well, I don't think it's *mandatory* (RFC 3261, section 7.1):
SIP elements MAY support Request-URIs with schemes other than
"sip" and "sips", for example the "tel" URI scheme of RFC
2806 [9].
