where does it say that the UA MUST register with all proxies in the set?
i fought a long battle on that one and lost.  may be a miracle has
happened and the issue has been revisited?

if there is any text left in the draft that you don't need to register
with all proxies in the set, for example, if you want to save battery
life, then the draft is useless, because proxies in the set cannot trust
that each outbound UA really registers with every proxy.
