I think that's in the GRUU spec.

Subject: [Sip] Is GRUU generated in the case of registration with
instance-ID and reg-ID
Hi Francoise,
So, how would the registrar know whether a GRUU is requested or not in
the case described by Georg? Based on whether the gruu option-tag is present?
It would be good to clarify this in the outbound spec.
Regards,
Christer

different purposes during SIP registration. In GRUU only the instance-ID is
needed to generate a GRUU. >For Outbound both, instance-ID and reg-ID are
needed.

is received at the registrar, which indicates both reg-ID and instance-ID in

*only* used for outbound purposes.
