If so, they work like everything else.
REFER initiates subscription establishment, if not already within a
dialog. But INFO belongs with INVITE dialog-usages, not subscriptions.
So the INFO negotiation makes no sense in out-of-dialog REFERs.
If the REFER is within an existing dialog that has an INVITE dialog
usage, it is still (IIUC) technically not within the invite dialog
usage. So it shouldn't be used for negotiating INFO packages.
