I don't know - and didn't spent too much time on Cygwin implementation. 
If you are willing to sort that out, that would be great!

Essentially installing SIPp and use it without having to install Cygwin. 
So this is why those DLLs are the same, _and_ local to the SIPp program 
path so that they don't interact with anything else.
