I don't know of any patch for this. That should not be too hard though.
For the (Open Source) tools to emulate various network conditions, have a
look at "netem". You will need a Linux (2.6 kernel) box acting as a router
between your laptops.
An easy (and cheap!) solution is to use a WRT compatible router and install
openwrt firmware on it. Look at:
