The scenario you describe is exactly what I am trying to do except that
A will be originating both the calls
A calls B
A puts B on HOLD
A calls C
A puts C on HOLD
A then calls a conference factory to put A, B and C all into the
conference
Is this possible?
And if yes, can you provide me more guidance.

What I asked in the post won't work. However multiple calls will work
anyway. Let me clarify with an example.
Suppose A,B and C are 3 parties.
A calls B and call is setup. (INVITE,200 and ACK)
B places A on HOLD.
B calls C and call is setup (INVITE,200 and ACK)
B may HOLD C.
Now a conference maybe setup between the 3 either through a conference
server or a consultative transfer may be done.
This scenario can be done, albeit with a workaround.
However, When
A calls B and call is setup.
C calls B. So on receiving INVITE you may want to hold A so that you can
attend to C. THIS isn't possible. A SIPp instance can't handle 2
Call-IDs if it is at the receiving end of both/all the calls. If
however, like in the 1st example I mentioned, you want a SIPp instance
to start 2 calls, there is a work-around.
