Steve, There should be a check like the one you described.
There was code for checkng sends and pauses but not nops. I factored out the code (and made it a bit simpler). It is revision 527. It seems to work, but we'll see if there is any fall out from previously good scenarios flagging an error (I don't think there should be, but we'll see).
