This appears to be a bug. The max_calls condition only works correctly when it
is used for the first "run" (as defined in manager.xml) of a session. When used
for other runs, the number of calls used to check the condition is not the
correct one for the run itself.
A have a reasonably easy fix that I will try to commit in the coming days
(unfortunately, this came in the middle of some other changes so I cannot
commit it right away without extra work).
