        Note that when you lower the rate, the maximum number of outstanding 
calls is also lowered, so I would expect a period of no new calls until the 
number of in-progress calls is less than the maximum permissible outstanding.  
You may need to do some serious gymnastics to get a sawtooth of rate, but, if 
your calls are of reasonavly coinstant duration, you could shape the maximum 
permissible calls to get a sawtooth of rate...
