The error log very clearly shows sipp received "403 Forbidden" error when it was expecting a 401 challenge on the REGISTER. The cscf further qualified the error with "HSS User Unknown". So please check the user names match between what you configured in IMS bench SIPp and what you loaded into the HSS. The user mentioned in the error log is "bob0...@open-ims.test". Is "bob0009" present in the HSS? Do the domain names match? Etc.
