Hello,
the question was asked and answered a million times. Search the sipp
archives to get results faster.

Stock SIPp will not allow you to do that as it uses Call-ID to match
messages in a "call" and since the REGISTER and INVITE have different
Call-IDs, the INVITE will be discarded.
There are some things you can do like:
  - start a REGISTER uac scenario, stop it and replace it with a uas
scenario waiting for INVITEs
  - use ims_bench: http://sipp.sourceforge.net/ims_bench/
  - use a 3rd sipp instance to do periodic registration on behalf of the
sipp uas instance (as long as the registrar allows it)

Or you can try use this patch to get uac and uas in the same scenario:
