One follow up. I've got the BYEs looking just right except for the request URI.
No matter what I try I end up with BYE sip:service@:5060
Is there any way to extract the contact header from the inbound INVITE and use 
that? Setting the remote IP (-rsa) from the command line has no effect and I 
can't see any other option to set it.

You just need to build a scenario file that accept the incoming call ( as it is 
on the example file at : http://sipp.sourceforge.net/doc/uas.xml.html )...

but, in this file the sipp will wait the incoming bye...
you can change this, with the end of this UAC file, that does exaclty this ( 
http://sipp.sourceforge.net/doc/uac.xml.html ).

then, you will have to call sipp using the sintax: ./sipp -aa -sf uas.xml -i 
xxx.xxx.xxx.xxx ( your local IP ).

this is what I have as a solution for your question.
