This is governed by the max_retrans parameter. From
http://sipp.sourceforge.net/doc/reference.html#Online+help+%28-h%29:
-max_retrans : Maximum number of UDP retransmissions before
call ends on timeout. Default
is 5 for INVITE transactions and 7 for others.
