PUBLISH is not a feature of the sipp utility, it's a feature of SIP - a SIP 
method, actually.

"subscribe"," notify", and "publish" are fairly generic and can be used for any 
number of different events.  however they are quite common under the SIP SIMPLE 
framework, where users establish "presence" on the network.   If you want to 
learn more about that, read up on SIP SIMPLE.

you can find examples of SIP PUBLISH exchanges in the RFC itself

So in short, your question is not about sipp, but about SIP protocol extensions.
