Too much information missing. From the context it looks more like a general SIP question or maybe Wireshark Q&A question, how exactly is sipp related to it?
When capturing the data, have you set some capture or display filters? It could be that the vendor's RTP carrying the second announcement comes from a different IP, that would have to be indicated using a reINVITE or UPDATE, can you see such messages in the SIP exchange after the Telephone-Event? If yes, what connection address is indicated in the SDP coming from the vendor in such a message?
