Builds are actually failing, at least for CentOs, cause the now missing
INSTALL file:
+ cp -pr CONTRIBUTORS INSTALL README NEWS TODO ChangeLog sipxportlib.configlog
/var/tmp/sipxportlib-3.11.5-root/usr/share/doc/sipxportlib-3.11.5
cp: cannot stat `INSTALL': No such file or directory
error: Bad exit status from /var/tmp/rpm-tmp.4251 (%doc)
