I do not see this option(URL dialing ) under Phones> <mac id>> User Preferences </sipxconfig/phone/PhoneSettings,$phone$PhoneNavigation.$setting$SettingsNavigation.settingsLink.sdirect?sp=19&sp=Sup>. The scs version is 3.11.6-013456 What is your sipx version.
