I did a sample assignment of "authority levels" to redirector plugins, to see if we could duplicate the current operation, and also to see if we could eliminate the "test if there are already contacts" from some of the redirectors. I think the following scheme achieves the desired effect. All of the editing redirectors have been given AL 10 and put at the end of the list. The others have been given ALs so that certain redirectors suppress the contacts generated by other redirectors.
