The value is hard-coded in SipRedirectorPickUp.cpp.

There is a registrar-config setting
(SIP_REDIRECT.180-PICKUP.PICKUP_1_SEC_SUBSCRIBE) related to this value.
Unfortunately it can only be used to toggle between 0 or 1 second expire
values.
