There are instructions on how to add an alarm at

I did one alarm from java code: see
sipXconfig/neoconf/src/org/sipfoundry/sipxconfig/login/LoginContextImpl.
java.  Not sure if this helps... I am not an expert on the "contexts"

I would like the supervisor to send an alarm when configtest fails.
First I have to get the output.
