XCF-2855, as commented by Damian and Paul, is likely happening due to a
hidden sipXconfig component that makes computations overrides DST
settings in phones. So, changes made in the phone profile are not being
reflected in the generated config file. XCF-2355

of the issue, but as XCF-2355
<http://track.sipfoundry.org/browse/XCF-2355> is not planned to be
fixed in 3.10.3, we need to address this problem for polycom in 3.10.3.
In 3.10.3, the intermittent fix is to stop injecting default values for
daylightSavings related settings and rely on phone.xml to provide the
default values.
