RFC 3323 defines the Privacy header, and doesn't seem to *require* any
particular formulation of the SIP message when you insert a Privacy
header -- the header is to request privacy services from an
intermediary, which is assumed to be able to do the job.  (section 4.2)
But if the value of the header is not 'none', it suggests that we should
anonymize the From header. (section 4.1)
