Ok, I found the problem. In the config file /etc/sipxpbx/sipXproxy-config, the SIPX_PROXY_BIND_IP : is blank, so the DNS SRV test fails. If I put the sipx server's IP address in there and restart sipx, it works. However, the SIPX_PROXY_BIND_IP value gets blanked out with each restart.
