Because SipSrvLookupTest started being unreliable for me today, I implemented the "second strategy", that is, to calculate the scores in a separate pass over the server list, after it was entirely assembled. The resulting changes are in sort.patch attached to http://track.sipfoundry.org/browse/XECS-1493. I'd like people to tell me what they think of it.
