Would it be acceptable for now, for the new process directories to go
under the existing SIPX_VARDIR (/var/sipxdata), and create an issue
asking for SIPX_VARDIR to move from /var/sipxdata to /var/sipxecs?
Upgrade code would then have to rename the directory or move everything
under it...
