You can force initial domain-config replication by running
sipxconfig.sh --first-run
In 3.10 it causes sipXconfig to generate several configuration files and
restart all the services, which may explain why you see the log entries
complaining about missing config files on the clean installation.
In 3.11 the services do not start until sipXconfig enables them.

This does not seem right. The system should work without any modifications
in domain-config file.
