I think the plan for 4.0 is to separate sipx-setup into two parts:
sipx-setup will set up sipX, but only as an application on a host that
may be shared with other applications.  sipx-setup-system will set up
all the system facilities needed for a stand-alone server.  So
sipx-setup-system will allow the user to set the timezone, but
sipx-setup won't.

Of course, sipx-setup-system will have to ask the user what the correct
time zone is.
