Don't know much about the history about the soak test framework. While
looking at xecs-1701, I got a zipped copy of the soak test framework
from Arjun. The soak testing framework was built more than 3 years ago
by Andrew G and it still uses a very old compiled copy of the sipXtapi
library, and there is no build utilities for the framework. Basically,
it is just a set of Python scripts, and several out of date shared
libraries. From the request of xecs-1701, it shows that we are actively
using the framework for development testing, and I am proposing to
include it into the regular build, maybe under sipXtools, so that the
libs can be in sync with the latest development.  Of course, as the
development continues, we need to enhance the framework to provide more
up to date capabilities, but first it is needed to put into the build
process.

However, there might have been reasons why it was not included in the
regular build at the first place. If so, I am curious to find out why.
